The journal “Legal Bulletin of the Kuban State University” is published 4 times a year.
The editorial board of the journal accepts articles, scientific reports, reviews and reviews for publication in Russian. These manuscripts should be devoted to legal topics, meet the criteria of relevance, scientific novelty, uniqueness, contain constructive proposals for improving legislation, new concepts aimed at the further development of legal science.
The manuscript sent to the editorial office of the journal must meet the mandatory requirements stipulated in section II of these rules.
The printed and electronic forms of the manuscript have absolutely identical requirements for a computer typeset. The manuscript received by the editorial office of the journal within 7 days is preliminary considered by the editor-in-chief / deputy editor-in-chief to determine its compliance with the scientific direction of the publication, the mandatory requirements provided for in section II of these rules and the definition of the reviewer. The manuscript that has passed the preliminary review is transferred to the reviewer.
The author (authors) of the manuscript, which has successfully passed the review procedure and accepted for publication, submits a signed offer to the editorial office of the journal (Appendix 1). Scientific reports, reviews, as well as informational and practical reviews are accepted for publication without peer review.
There is no fee for the publication of manuscripts and their review. No remuneration is paid to the author (s).
II Requirements for the design of articles, abstract of the article and keywords
The editorial board of the journal “Legal Bulletin of the Kuban State University” imposes the following mandatory requirements for the manuscripts of the authors and related materials:
1. One printed copy of the manuscript.
In Russian, the article should be no more than 15 pages; scientific report – no more than 3 pages; reviews, reviews – no more than 5 pages.
These requirements apply to the main content of the manuscript.
Articles are accepted for publication, the main content of which is structured into the following elements:
– an introduction, which defines the nature and scope of the problems studied, explains the objectives of the study and defines any specialized terms or abbreviations used later in the text of the article;
– research methods in expanded form: an indication of general scientific and special research methods, geography of research, involved legislative, administrative and judicial practice. It is advisable to describe the method or methodology of carrying out the work if they differ in novelty or are of interest from the point of view of the presented work.
– the results of the study, indicating the new knowledge obtained, which can reflect the recommendations, assessments, proposals, hypotheses described in the article;
– scientific discussion on the issues discussed in the article: explanation by the author (s) of the meaning and consequences of the research results.
The following requirements are imposed on the computer set of manuscripts: A4 format; size 14; Times New Roman font; line spacing – 1.5; page numbering – bottom center; all fields – 2 cm; paragraph indentation – 1.25 cm; footnotes are paginated with continuous numbering, set automatically, size 12, font Times New Roman; line spacing is single. When designing a manuscript, it is necessary to distinguish between hyphen (-) and dash (-). A dash without spaces should be placed between the numbers (for example, pp. 12–14). At the end of the manuscript, there is a list of cited literature (in Russian and English), containing all the sources to which the author (authors) refers, with a detailed bibliographic apparatus of publication (place and year of publication, for scientific articles – the total range of pages). Links to various data, regulatory legal acts and Internet resources are drawn up as footnotes. Abbreviations of titles, other words in the text of the article, in footnotes and in the list of cited literature are not allowed, with the exception of the generally accepted ones. An electronic version of the manuscript can be sent by e-mail to the address of the editorial office of the journal email@example.com
The manuscript must contain the title and the following information about the author (s): (in full), position (status), place of work (place of study), academic degree, academic title, unique digital identifier of the author (ORCID), identifiers of the researcher: Author ID in the Scopus scientific literature database, Web of Science ResearcherID (if any) , e-mail address and telephone number for communication. All information must be presented in Russian and English.
The digital identifier of the manuscript DOI is assigned by the executive secretary of the journal.
2. CD disk (or flash-card) with the electronic version of the manuscript in MS-Word (the file is given a name by the surname and initials of the author (s) of the manuscript).
3. Review of the supervisor and an extract from the minutes of the meeting of the department (for graduate students, adjuncts and applicants). The signature of the review is certified by the relevant personnel structure.
4. Each manuscript should begin with: title; surname, name and patronymic of the author (authors); position (status) and place of work (place of study) of the author (authors); unique digital identifier of the author (ORCID); ResearcherID (if available) a short annotation of the content of the manuscript (250-300 words) and a list of keywords or phrases (no more than ten). The abstract and keywords must be translated into English.
5. Photos, figures, tables and diagrams are inserted in the text of the manuscript in the right place; they must have titles and consecutive sequential numbering within the article. The editorial board is not responsible for the quality of these materials.
6. All manuscripts accepted by the editorial board of the journal for consideration are subject to mandatory reviewing. The peer review is organized by the editorial board on the principles of objectivity, anonymity and confidentiality. A copy of the review can be sent to the author (s) upon request.
Manuscripts drawn up in violation of the requirements are not considered and will not be returned.
Questions related to the requirements for registration and submission of manuscripts are accepted by e-mail of the editorial office.
On other issues and in private correspondence with the authors, the editorial board does not enter.
If the manuscript is rejected by the decision of the editorial board, a reasoned refusal is sent to the author (s).
If the manuscript is simultaneously sent to another publication, the author (authors) are obliged to notify the editorial office.
The total volume of the abstract should be 250-300 words, briefly revealing the content of the manuscript. The structure of the abstract should necessarily include: goals, objectives and methods of research, as well as the results achieved and conclusions of the author (authors).
Key words (from three to ten) should contain words and phrases that characterize the problematic of the manuscript.
III Design of a list of cited literature and references to sources
The list of cited literature must contain an indication exclusively of scientific sources in the amount of at least 15, of which 30% are works indexed in the Scopus and Web of Science databases. The structure of this list should be in alphabetical order. Initially, publications in Russian are reflected, after that – foreign sources.
Links to statistical data (collections), archival materials, reports, regulatory legal acts and Internet resources are made in the form of page footnotes within the article. References to sources from the list of cited literature, made in the main content of the article, should be indicated in square brackets and contain information about the serial number of the corresponding source (sources), a specific page (pages). For example: [1, p. 35].
Bibliographic records in the list of cited literature should be drawn up in accordance with GOST R 7.0.5-2008 “Bibliographic reference. General requirements and rules of drawing up “.
A list of cited literature is given at the end of the manuscript in Russian and English.
IV Publication ethics
The editorial board of the journal does not allow publication of manuscripts, the content of which is prohibited by the legislation of the Russian Federation.
The decision to accept the manuscript for publication is made solely on the basis of the results of peer review and assessment of the scientific significance of the research presented.
The ethics of the editor-in-chief, his deputy and members of the editorial board include ensuring the high quality of published materials, their content integrity, as well as prompt resolution of emerging issues.
The key criteria for the activities of these participants in the publication process are impartiality, objectivity and two-way anonymity in the matter of reviewing.
The ethics of the reviewer is based on the obligatory review of all manuscripts submitted to the editorial office of the journal (with the exception of manuscripts that have not been accepted for consideration), objectivity, and compliance with the legal regime of intellectual property.
The type of review chosen by the editorial board of the journal is double blind (the identity of the reviewer is unknown to the author; the identity of the author is unknown to the reviewer).
The reviewer assesses the compliance of the title of the manuscript with its content, the quality of the abstract of the article and keywords, scientific novelty, theoretical and practical significance, the literature used, compares the presented research with the topic and scientific direction of the journal, expresses a judgment about the validity of the conclusions of the author (authors), reflects the positive characteristics of the manuscript and its disadvantages.
The review period is set depending on the need to ensure the high quality of the manuscript, but should not exceed four weeks.
Based on the results of peer review, the manuscript may be: 1) rejected; 2) accepted for publication with a request to make corrections; 3) accepted for publication without the need for revision.
The ethics of the author (s) is subject to assessment on the basis of internationally accepted restrictions on plagiarism (provisions adopted at the 2nd World Conference on the Integrity of Scientific Research; provisions developed by the Committee on the Ethics of Scientific Publications).
These restrictions include the inadmissibility of infringement of copyright and related rights as a result of direct (textual) or veiled (meaningful) borrowing of scientific materials, ideas and research results.
Any form of plagiarism is unacceptable. When reviewing the manuscript, the editorial board of the journal verifies its material using the Antiplagiat software, non-exclusive property rights for the use of which have been granted by the Kuban State University.
The percentage of uniqueness / originality of the checked text of the manuscript must be at least 80%. Percentages (no more than 10) attributable to self-citation, legal terms, names of regulatory and judicial acts and “common expressions” reflected in the search module are excluded.
In case of revealed facts of gross violation by the author (authors) of the published manuscript of the rules of publication ethics, the editorial board of the journal reserves the right to retraction (recall) the manuscript of such author (authors). Information about retraction is communicated to the author (s) of the manuscript, posted on the journal’s website, and sent to all databases in which it is indexed.
